No division nor GEO is immune nowadays.
Its widespread, Cloud is being hit (see above link) Commerce/Cognitive... etc.
As far as GEOs go its the same story with a larger concentration in the US to trim down all teams, get rid of tenured IBMers 10+ years, employees approaching retirement, and hire in young millennials at lower salaries.
No job/career is a guarantee when you work for someone but for the past 1 1/2 at IBM, with revenues consistently declining, IBM losing market-share everyday , great contributors being let go, your guarantee is that at some point in time they will RA you .
All I can say is that I am happy to finally know when my last day is and what I am walking away with so that the looking over my shoulder can cease.
