New HR lead is likely going to cut leadership development to save $$. Great idea, right?

The program caters to individuals who are looking to be "senior leaders" in the future, however due to so many changes in recent years the selectivity has become more and more "loose" in its requirements. Internally it is no longer really seen as being an "elite" program due to the changes in requirements (not going to discuss the requirements that have made it easier to get in but you should know what I mean given the topics in the news). As an earlier comment mentioned, I've met some that are awesome, however many others are definitely not as impressive. I would say the brand itself still holds a lot of weight for now, but after more and more learn about the dilution and quality of candidates that graduate, it'll become less popular.
