Austin is a hit or miss - good areas are expensive unless you do burbs and in that case the commute is horrendous. I would not do it for IBM.
Doesn't matter the location Raleigh, Austin , NYC, or San Fran, IBM is sinking fast. Run away!
Does IBM pay for the move? I don't know about Austin, but, North Carolina has some of the worst paid teachers in the country and some very, very poor performing public schools.
