Any other marketing folks out there that are still waiting on their severance payout.

US payroll is done in the Philippines.
I was part of the layoffs---forced relocation---February. Of course, I declined. But I joined a new company at the end of April (sorry I didn't make that decision years earlier) when there were likely fewer individuals to process out. To my surprise I received my last paycheck within four days and my vacation and severance payout in a separate check about 10 days later.
Of course, I do not trust IBM but I suspect the issue is an overload of employees to process and not something more nefarious.
Go hire a lawyer to collect your money.
