Its pretty clear there is a big re-org in the offing. Org charts haven't been updated since the people left after the last layoff in March. People leave and they are still in the org chart and still in outlook. However, the executive pieces are still falling in place.
Jones being named to head TN full time, a replacement for Hugh just named, they still need to replace Deborah. I suspect they are waiting until that is complete before moving ahead with any "restructuring" plans. One should always keep ones powder dry. There are no permanent jobs anymore.
