@rck is right, we have finance people running the show. HR is just the executioner not the judge or jury

Why do you think HR has anything to do with reductions? It's Finance pushing on the group leaders. Ultimately, it's the group leaders who decide who stays and who goes. HR has zero power in this company. HR does what it's told. Not what's right for the employees or the company.
