As long as the management says clearly that there is no ACT you shall assume that ACT will happen somehow very soon. Currently nobody knows - that means 80% chance for ACT (relatively small)

I haven't heard anything, but then again they are becoming better at keeping secrets. Keep in mind that last year the decision to cut 12,000 was made in March but it wasn't announced until late April -- and people were perp-walked less than a week later. So given the short timeline and more effective secretiveness, if it does happen you'll get caught by surprise with little time to react.
