During this transition from HPE to DXC, they waited to let go people after moving to DXC so they don't have to pay severance packages for people working in HPe for 10+ yrs.

No different to when they split HP into HPES and HP Inc. All the EDS people that had pensions were put into HP ES, but all the pensions were moved to HP Inc. That way HP didn't have to continue contributing, and they didn't get any further years of service for the vesting calculation.
Sounds legit, right?
