"relatively small" = never an amount that will force IBM to provide the respective state a WARN notice.

Exactly. The new normal is to hide lay offs from the public, and if they must be announced, you can assume the number is falsified.

I have many proofs of this from people who actually handle the processing procedure and know the actual numbers.

We;re not talking a 5% minimization here either. Often 50% are subtracted from the real number.
