Cost out a 28nm TSCM and compare to 22nm

And Foundry has been a spectacular failure so what has changed on 22nm Intel to make it more attractive,cost, features or ease of design?

TSMC 28nm accounts for 26% of revenue. I think if Intel decides to invest in 22nm it will be great move.
