In my opinion I saw the D&M segment becoming very top heavy. Granted my opinion is most likely biased since I came from the field and SLB was the only company I worked for so I can't compare to other service providers. I would like to hear opinions from any current or former management on this.

Its a reasonable statement. In mid-2000s my old location had 7 jobs and 5 people in the office as support. My old workmates tell me they currently have 4 jobs, but it now have 7 people in the office as support.
