Germany cannot be closed completely. But part if the business will be moved to other sites. You just need to read the right newspapers.
Germany won't be closed. It will become a smaller R&D center. The works council won't protect anybody. They are useless.

If you are American:
Stop being afraid of works council in Germany. It's not communism. Their influence is pretty limited. Everything which is a entrepeneur decision the works council does not have a say. They can only moderate and discuss with you once you took a decision.
So you decide to ACT stupid, but then have to discuss the details with them etc.
If you are German:
Works council can't stop it, once Intel decides to close down or shrink drastically, but they can discuss the details. Is the 20Yo single stack expert being let go or the 50Yo with family?! Etc. And even then there is a number of people that can be sacked / regular termination immediately without consultation, if the number is below a certain threshold. So things can turn very nasty very quickly, if Intel does not mind the bad press. And there are other bad tricks which are perfectly in line with the law, but will result in people leaving - slightly involuntary, but leaving.
And generally: With the amount of bright eyed ahead looking reasonable objective unpolitical and sound management decisions we have seen so far, personally I would not rule out anything. Sometimes it looks like there is a global secret plan by management to fail on purpose and cash out asap and ruin some other company next.
Germany won't be shutdown because the work councils will be protect us.

Intel Germany will not be closed down, because the power management IC (PMIC) group there is doing a fantastic job.

Germany will be closed down, you can be sure of that.
Once all the LTE modems are delivered, IP taken, and maybe a few key employees offered relocation to US, all those sites will be shut down.
