This is a way management can make massive costs cuts by stealth. imagine they need to reduce headcount by 12k, that's only 3k per quarter. much easier to hide as performance layoffs.

10nm will bring another 20K in 2017 and at least 20k in 2018 simple tick tock tick tock math
Since there is zero growth in Intel, and no positive strategies, the only thing they can do to make company look good is layoff more.
