We do know how many US employees remain. According to HR, aproximately 88,000...
Regarding IBM's pledge to hire 25,000 people. Let's look at what it doesn't say.
This announcement, by CEO Ginni Rometty, was published in USA Today.
She writes: "we intend to hire about 25,000 professionals in the next four years in the United States, 6,000 of those in 2017"
We don't know how many people the IBM employs in the U.S. IBM stopped reporting in 2010 its headcount by region.
Is the 25,000 over four years a net increase? That's after people leaving their jobs for all the normal reasons, as well as layoff.
How many people does IBM now employ in the U.S.?
Without those data points there's just no way to understand, in a meaningful way, what this announcement means.

"new collar" = young cheap American labor to offset the H1B's that won't be available. Parallel to this, I'm sure they will continue their consolidations. I'll believe they've changed their tune when the change to severance policy is reversed.
