Intel by far has the worst managers, many are political and incompetent, is it an Intel culture thing or something else?

Can only confirm each and every statement here. @JtIfp6a-nqr: if you're an engineer and not a bozo, do yourself a favor and don't ruin your health and your ethic in a dirty, toxic environment where only a---licking counts. If you're good at PP and have no problem to s--- dicks, go for it, you'll be rewarded.

The cultural is no different than any other place.. parrot the boss and you will be good.

Now if you've had a monopoly as @JtIfp6a-3yit has noted than you don't need to make good decisions you just do the same old thing and don't screw up and position yourself based on making sure you can blame others for anything. Now imagine an organization built top to bottom about making sure "I" look the best and I can blame you for anything that is screwed up, what a place of talented and visionary and team focused leaders/managers you have, LOL

FLMs are merely appointed by SLMs, mostly because of previous friendly relationships. Doesn't matter the skill level, the only requirement is to become a "yes man".

Yes - Combine making people managers who don't have any managerial skill or experience (good engineers make good managers...NOT!), rewarding dysfunctional managerial behavior, poor role-modeling from senior leadership and a business (monopoly) detached from reality and you've got Intel managerial culture.

x86 forever, moore's law that is the name of the game for all of the management, anyone who tooted anything different shown the door. It is no wonder from the CEO on down the internal folks can't think out of the box if their lives / career depended on it. Sadly the new guys aren't re-inventing the company either, ACT2 and ACT3 a coming!

In summary if one wants to be a manager at Intel, then socializing and politics is more important than managerial and technical skills.

If this is the case then I will definitely consider outside opportunities than stay in such environment.

Majority of senior level management and senior level technical staff I have dealt with does not have the managerial or technical skills that warrant their senior level. Most level 10 and above got there through office politics and buddy up to those above. I've seen cases of IT staff promoted to IT Director through drinking and socializing with higher ups. And the IT Director in turn promote those who are in his inner circle and it goes on. Intel's culture is no longer about what you know or what you can do, its all about who you hang out with and if you're in the inner circle with the higher ups, you're in good position to move up the chain. I personally believe 50% of those in level 10 and above can be removed and it would not impact Intel's business.

These people are undeserving to hold the title of manager. Most have zero managerial skillset and are simple lieutenants who follow the orders of their manager. They really have no desire to learn how to manage and just rely on their own instincts. Sad and pathetic.
