I am putting my money on mid November for next "major" RIF. I eventually will get the date right. The management has been against conventional wisdom in finalizing the future blueprint.

December --- It's a great place to work. We save pennies and dimes and the CEO goes off on buying sprees and buys companies like Lyve only to shut them down.... How did that Samsung thing work out...

In most R&D departments there is a massive exodus of employees. And thous that did not already leave, are definitely thinking of looking elsewhere or are already looking. For most the only thing holding them back is visa status.

Unlikely. They may do all the prep work like finalizing the list etc but announcement will happen in Jan like they did in 2009.
