The government won't go after big companies like Apple or Amazon, but Intel might be used as a escape goat if it continuous shrinking at its current rate.
BTW, to all those saying Americans are lazy to get a PhD....getting an education in the US is a lot more expensive than in the rest of the world. Many undergrads opt to work and pay debt rather than being happy about a $15,000 grad school salary. Still those who get a PhD don't end up at Intel. They go to better companies or government labs.
