Has anyone changed their mind on VSP post the deadline and has been able to talk to their manager or HR to change their selection and receive the VSP package?

LOL don't worry there are plenty of chances from this point for you to be OUT.
I've heard from inside that people who declined the original ERP/VSP have gone to HR to ask if they can take it now. They cannot. They will have to wait until the next round of packages come along. There is no guarantee they will be as good. Have also heard of VSPers who declined and then became flat-out laid off with project cancellations. It's always a gamble what to choose to do.
Not true on dates. Site related VSP dates were Jun 24.
I am guessing OP has a job offer in hand.

OP - Isn't it a little late now to worry about it? VSP decision date was Jun2 and separation date Jun24, which is almost a month ago. Having said that, I agree this will not be the end of the pkgs. I'm pretty sure they will offer some sort of VSP by Q2 next year, no idea what criteria they will use though, and no guarantees the pkgs will be as good as this year, very likely they will be smaller. If things go worse than they expect for the second part of this year, they might offer something in Q4 or Q1.
Very true, mao, however, the next ones rolling out won't be as good. They've all said as much.
OP: this is not the end of the packages, just the beginning.
I thought I read here where the person was told no. It wouldn't surprise me but it WOULD surprise me if they said yes, they'd do it. I think you'll have to wait till the next VSP offering and hope you don't get ISPed or your project cancelled in the meantime.
