Albert Einstein, in his theory of special relativity, determined that the laws of physics are the same for all non-accelerating observers, and he showed that the speed of light within a vacuum is the same no matter the speed at which an observer travels.
What happens to ETC in light of the current losses is no different. ETC personnel will observe they will be reduced in number relative to the speed of Chevron's losses. Everyone will be kept in the usual vacuum until it's sprung on them that there's no more work for anyone.
