What I learned from the 2015 (my only full year) Focal process is that the only thing that matters is the rating that you get and not the verbiage.
When my manager told me that she was giving me a Successful/SL4 "because I am new" (and wasn't going to change it), I made sure that my accomplishments for the year were well represented on the Focal form (e.g. achieved 100% of all individual and team MBOs and stretch goals, quotes from customers about the quality of my work, etc.).
None of this matters when it's an HR algorithm that swings the axe.
The game of operation is well at hand now any mistakes for the year can be fatal as the game rules change each year and can be fatal at every move without any warning.
That's how it is now. O/EE and successful SSL3 = pass. Anything less is fail. What's the difference? What about grade increases and raises?

So you are fired if you fail. And if you pass 4 years in a row you are fired.
Having some people do "outstanding" or "exceed" might hurt the feelings of those who were just "successful". We can't possibly allow feelings to get hurt at Intel anymore, or at least, if we do we must immediately fire the affected people so that we can feel good about ourselves because reasons.

I passed last year and have so for 20+ years, didn't stop them from kicking me to the curb. New focal makes no difference when HR and BK want to do stupid and unfair things
