I applied ahead of my official termination date. I made that clear in the application. Benefits so far are approved but will not take affect until after severance. I had to submit the WARN letter from HR.

You can do it online the day after you receive your last check from Intel
Apply now, avoid the waiting line
You can apply the day after your last official day. If you received ISP in April, your last day is May 30th so you can apply May 31st.
