I am actively looking to move on from Intel. However, I feel slighted since I was promoted last year so did not get VSP/ISP. That's 10 months of pay I am not getting for being a high performer.

Don't worry this year your reward for being a high performer will be an S and level 4 or 5 stock. The O/E and positive stock will be given to those in your grade there longer, higher paid and likely not as high a performer, but must be given that so HR can't kick them to the curb. Intel can't survive just on high performers. Intel, like all functional organization need a breadth of different talent and they are kicking their most senior, hard working, experienced to the door with their new blind long time in grade topped out layoff cuts.
While on paper they look like they are saving money they are not, buy the time you factor in health care and other costs of productivity and the fact most new hires while making lots less also have a distribution of performance with many not going to progress. Hire 10 likely find 2 above average and one superstar. So you got 8 average folks, but I guess you can layoff them 8 average folks!
