Your strawman of my actual position comes off as intellectual poverty on your part. I didn't say what you have in quotes - not at all. I have fired people and been happy about it. What is stupid is a company policy that fires a certain % every year and creates a culture of fear. People have emotions and those emotions control their behavior more that you are willing to admit.
The whole "you don't fire people in the 21st century" stuff comes off as pathetic whining, I hope you realize that.

The question isn't about focal, it's about what to do with the bottom 5-15% when you DO have focal. Do you have annual firings to get rid of those people or do you try to improve their performance? The 20th century approach was fire them because the company can do better. The 21st century approach is to keep most of them because they are still skilled and because public annual firings tend to instill too much fear and reduced risk taking into the good 90% of people.

Newsflash swo: try reading the date on your own articles! That was from 2010. Microsoft has gone away from this and into the 21st century (a little behind GE but in the right direction anyway).
If i knew i would be treated like this, i woulnt join here. We dont deserve this treatment especially we were told at focal "Thank you for a very successful year and we look forward to working with you". That made me keep on working here.
That was a super nasty email from the biz leaders to those on VSP - but Life goes on. In all probability those with VSP-markings will be affected after 2017 focal.

Rank and yank is a 20th Century management practice for good reason: because managing people by fear ie. "firings will continue until morale improves" doesn't work. When will Intel learn they are decades behind GE and Microsoft? Probably never. They're already stuck in the firing cycle, which in conjunction with the ARM disruption cycle is going to take Intel down.
