As Intel advised, to get promotion one should network more than just work. I totally followed that protocol and impressed my manager, his manager , top manager, parallel manager , inter team manager, even tried to impress BK. Still I got VSP. Damn..!!! Now Except these managers everyone else got VSP.

The only way you can impress them is by leaving and lowering their cost of operation, their stock goes up and they can impress the board to get their bonuses. Your manager gets more RCG+H1B slaves and will keep being impressed too.
This is exactly reason why Intel will never repair itself. The same mgmt kes itelf intact and will make similar terrible decisions in the future. Just a mindless business cycle.
