If they don't get the numbers then all bets are off. There might as well be no criteria. The criteria is just there as a kind of pretense that nice is still being played.
the thing I still don't understand: 5% are ir and a corresponding are outstanding 10% or so are (or used to be ) be and 10% are ee. that leaves 85% at satisfactory. and many of us have been in the same paygrade for a while. ssl 3. every year I write my focal and my manager signs it. They (bk, mcm, smurty etc.) cannot convert some percentage of that 85% into 40% of the population who got vsp to isp can they? so again....please INTEL just tell me what the criteria is. Let me know what the bar is, and then I will either choose to try to meet it, or I will find employment somewhere else. It is the bait and switch that is annoying me...
I think it depends on where you work; working for a larger group may be less of a risk (unless you have a bunch of asslicking co-workers in your group)

How many VSPs are offered in all?
If they won't reach the target by end of June then they might offer some ISP to some VSP candidates. (Not all because VSP is a big chunk).
So my best guess is 50% chance you might get ISP this year otherwise you'll be ok as long as there won't be another 12% next year.
It's a gamble to stay as far as I can tell 'they' don't even know what will happen yet.

my GUESS: if they do not reach the target, you will be fired pretty soon. Otherwise it will be next year most probably
sooner rather than later.
