H1B is a non immigrant visa. Green card gives immigrant status.
Illegals that break American immigration laws are not immigrants. These are the people below the radar that are mooching the welfare benefits.
H1Bs are immigrants. They certainly can not get welfare benefits with their legal status in country and being accounted for their stay/pay.
