Do they assign an investigator who gets more info from you or do they simply come back with yes/no verdict?

Intel HR is NOT there for the employees...they are only there for company and management.
DO NOT WASTE your time with Intel's HR people, they are worthless to the employees.
The first step is to appeal. Don't reveal all of your cards, Based on all of the egregious behavior and actions that Intel has subjected its employees too, law suits are imminent and warranted.
Sadly, any appeal is really the opportunity for the company to investigate the high risk cases so they can determine what needs to be done to cover their butts. If you have a true case, I would not expose your cards by going through the appeal process. This is not unique to this company. This is corporate America. HR is not for the employees.
Fill out the appeal paperwork, submit it, and wait. Be sure to state that you have proof for all of your statements in fact.
