Anyone offered vsp with a focal rating of outstanding? Anybody knows criteria for being allowed VS..

This is for U.S - Employees are eligible for this VSP if they do not work in Intel Security Group and have
had: (1) A Successful (or below Successful) rating for all Focal cycles in which they were
rated between 2013 and 2016; and (2) have not received a stock share level 1 or 2; and
(3) their time in grade is one standard deviation higher than the median time in grade for
their grade in their business group.
Irish vsp is a lottery. Wish I could qualify
Does anyone know if Irish can "volunteer" for VSP without being offered. Managers are saying no but I'm wondering if there is a work around...
