Are ICE and permanent employees treated differently? Are ICEs also offered ISPs or are they just layed off with severance pays?

There might be different ICE contracts throughout Europe because I got an S and an EE and my salary was raised accordingly.

No, this is not true for everyone, like I said before. I'm an ICE with 3-years contract in Europe. For the last 2 years, I have never ever signed anything again and my contract is the same, NOT renewed every 6 months. Our focal meetings are also perfunctory, since we do not have any formal results like EE/S/BE and we do not have any SSL (and my payment is fixed during the contract - with no raise). So please stop providing wrong info and generalizing stuff if you are not sure.
What do you mean by focal meetings? I'm an ICE* an I had to do my focal and got the corresponding "grade" for the last two years.

Contractors are actually safer, the contract is fixed length and they can not be laid off. Only the contract can be left to expire and not renewed.
Contract employees tend to be utilized more extensively during downsizing and restructuring. They are paid from capital expenditure vs. operating budget and are easier to justify. I highly doubt they will. Be impacted much unless the projects they are working on are eliminated.

I contract is a contract, you can't break a contract without severe penalties. It is better than being a wage slave.
ICE employees can be terminated at any point but also have the ability to leave at any point. The contract limits the maximum amount of time the employee can work as ICE. ICE employees are not subject to ISP/VSP/ERP.
Ice cannot be let go prior to end of term. They need to be paid off till end of term it moved to similar position in another group.
I would think these contracts can be revoked at any time and the employees let go with no penalty
"Ice contracts are renewed every six months.": This is actually not true (at least not globally true). I know people with 2-years / 3-years contracts. I also wonder what will happen to them if their site is closed or their project is cancelled.

Ice contracts are renewed every six months. It depends on where you are and business needs. Intel just layed off a lot of people who had been with the company for years, so I would say as a contract worker your time could be limited.

Also, ICEs do not have focal meetings so they cannot be laid-off based on their performance results. Then what will happen to them? Are they safe until their contracts are over?
