I have seen so many posts from people wanting vsp's. Also many people I meet from Intel show alot of interest in taking vsp's and are waiting for them. Intel can just open it to everyone and see who wants to take them rather than pushing someone to take it?

It's best for the company to try to keep the high performers.
And yes people just returned a year later.
@HcRqTKl-azo: TMG did NOT offer their entire roster VSPs last year. My group was part of TMG at the time and I know of no one (myself included) that was offered VSP. We did have at least one ISP on our site...
It actually makes sense to get rid of lower performing employees first. In theory people with IR and ssl4/5 performed lower. Now I don't agree with such a way because everyone can have a bad year (I had had them before); and some of my peers just moved to positions that matched their skills better and were motivated to continue their career in spite of ssl4/5; yet that didn't matter. Similarly even IR could be because of team/manager circustances rather than the employee himself; the problem with this process is that FLM involment has been low and it has been driven by HR. Also BK is an a--hole.
I believe the ERP's and VSP's are given out to just 2% of the work force is that true ?
Ok so now Iv heard that the FLM managers are taking the case to tell the employees that VSP offered is ISP enforced after June. This is the incentive to take it... Take it while it is offered so you aren't forced out. Isn't that lovely.. ?

End of June they will force VSP to be laid off. My neighbor took the VSP and has already got a job in Folsom
it was done couple of years back and it is a failure in my opinion. Some smart people took advantage of it who took VSP and after waiting for 1 year many of them came back. So essentially Intel gave them 0.5-1 year of paid vacation.

I agree with the OP. Intel should first try to remove people who really don't want to work at Intel, than enforcing a VSP on someone who loves their job.
TMG offered all TMG employees VSP in February of last year. Apparently, the uptake was not enough or in the right areas to blunt this year's action.
