Multiple sites were involved for Broxton. Hard IPs such as DDR/PCIE/USB/MIPI etc designed by most in-efficient team in Folsom. Graphics IP also delivered by Folsom VPG team. Mac controller soft IP provided by Folsom. CPU core came from Austin and integration was done in either Santa Clara or Oregon (Not sure).

There is no surprise here as i doubt there were customers lining up for Broxton which is late and probably way more expensive than a similar ARM SoC out there.
BK and Murthy have much or less given up on mobile based on these decisions and are focusing in IOT while keeping the PC cash cow going by doing more with less resources (read it as more layoffs to come).
Long term plan is to Close Folsom completely in few year . Slow death of site like DuPont
