What do the 89,000 green badges do? Typically companies look to reduce contract workers first, before employees. Intel has almost as many green badges as they do blue badges. Has anyone heard what they will do with the army of contractors?

Yes most of BB in India don't have technical skill...but are very good at putting penalty if the work is not done in time....they just manage and the work what we do in charts and in money spent , saved ..

3) At grade level X, EmployeeName should be accomplishing goals through others (in other words becoming a powerpoint engineer, collect status from others and report out to manager and in other stupid meetings.)
BTW, if your power point has a chart you need to explicitly state if "bigger is better" or "smaller is better" otherwise the dumb idiots in your management will not comprehend it.
Development areas
1) In 2016 EmployeeName should work to build his influencing skills both within and across X org.
2) in 2016 EmployeeName should focus on increasing his visibility within org X staff.
So with things like this to focus on we need Green Badges to do the actual work
They work while blue badges work on their "influence" skills.
