Haven't heard a lot from groups outside the US. Israel is pribably the largest R&D site after the US and India.
Did ACT affect IDC guys as much as it did here?

Internal transfer is by definition to a different position (different location, different type of work, different project, different people...) which may be of very different attractiveness. It seems HR doesn't like people to have other options that accepting the transfer.
@HWeND82-spp: why would selected people refuse the internal transfer, if their old projects were cancelled?
big cuts in Israel and consolidation to other sites will take place.. this after the exodus of some who used to be high up at Intel from Israel in recent years..
If a general rule is illegal, are the ACT Q&A general rules illegal? ISPs/VSPs/ERPs were given via strict general rules (ST4 etc.).
For Penang, quite a number of experienced design folks opted for ERP, package is generous though, worth the ERP if you've been more than 15 years to 20 years. Quite a number of jobs are moving to Penang, mainly IT and EV. IT seems to be on a roll these few years, unlimited budget and lots of projects due to direct report to inner circle of BK's direct. EV is a bit of a joke. management spent big $ to close the group last year. And now spending more $ to reopen it again.

Following the ISP/VSP/ERP rounds, there are IDC project cancellations and shifting of people and teams between projects. These affect several dozen of people in the small corner I know of - I would estimate hundreds of people overall if the pattern holds.
HR is excluding some of these out of ACT. That is, no VSPs, to pressure selected people to accept internal transfers. People who refuse the transfer will get nothing. People who will not be offered a transfer are expected to get an ISP instead. So, for people who choose not to stay, you were better off getting an ISP for poor performance in the 1st wave.
I don't know if this pattern holds in other areas of IDC or outside Israel. HR insists on dealing with everyone on an individual basis and refuse to state what the general rules are. There's no clear date when this wave will be done, but there's a rumor that June 23rd is an HR deadline.
