Efficiency cuts, how were they selected?

Efficiency cuts finally showed up. These fine men and women go home at the end of the month but are eligible for rehire. Any idea how they were selected? Were managers involved? OR another HR secret recipe? Encountered several within CCG, can't find a pattern. Some were doing useful work, others were talking heads.

HR come up with names. Greedy managers throw good performers under the bus to satisfy head count without affecting their project adversly. But Karma is a badass. She has these managers on her speed dial. She'll dial their numbers at the right Time.
