Got a surprise phone call from a department director. Explaining (threaten?) that if I don't accept my VSP and Intel doesn't meet the target, next round of cutting will come real soon. Heh never thought I'd get such personal treatment from such a heartless company...

Does not matter. Tactics need to brought at the publis attention. Signing form prevents you from getting compensation from successful EEOC investigation anyways but there is always the court of public opinion.
@dms if this is happening to you, I encourage you to lawyer up. This is the only thing they understand. Question is, what outcome do you want? Do you really want your job here? Do you want more money? Do you want some heads to roll? Lawyers need a goal.
Logically, if they don't make the packages less attractive in the next round - if they don't do something worse to the people who didn't "take the hint" - then no one will "take the hint" in the future. Because they'll extrapolate that there's no harm in it.
Intel left themselves a lot of room for decreasing the packages - they're well above what's required. And, in fact, one of the hints they've been dropping is that they'll decrease them going forward for the people who didn't take their first offer.
Personally, I give the company more credit than to think they'll undermine their own goal (which is to get lots of people to leave). There's no knowing what they'll actually choose to do here, but are you counting on them to make their own system completely ineffective?
Yes but taking vsp for some may involve more and by signing the release form absolve Intel of litigation even if you have something legitimate. The HR line is well it's voluntary you don't have to take it.
But upper management is threatening, creating a hostile work environment and making vsp not sound voluntary.. Volunteer or get fired.
Kinda like the old army shows and the sergeant asks for volunteers to step forward and everybody steps back except you.

God people they're trying to tell you how it is. The HR algorithm will continue running and if you have VSP you are much more likely to be caught in the net. I know you don't want to believe it but many people are telling you this, including your director. Listen!!
Copy all emails and get them to put this in writing. Record phone calls if your state allows only one party to do so. Send to state bureau of labor and fed EEOC. These are sh1t tactics.
Hows the "GPTW" program going at Intel? Lot's of people participating?

That's a good director, mine delegate all his jobs except those jobs that makes him look good to his bosses.
