No, you don't have to repay if you are VSP according to my HR rep that I emailed last week, but it sounded like they were still sorting out a bunch of mess. Email the "relocation consultant" that you worked with when you moved and make sure you get it in writing, not over the phone.
Ask Ivy. She will tell you. Save a copy for yourself and move on. I wouldn't trust the advice of anyone on this site without validation. Some really good, some really bad.
