How will the company get rid of the people at the sites if they don't get ISP'd? If people don't want to take the VSP but there is no relocation? Is there a mandatory VSP? it's not very voluntary if its mandatory obviously. How does that work?

ISP = VSP = SSP. These packages are identical, and as noted below they differ only in timing. The Site Separation Package is awarded to those who stay until site closing and lack a relocation package.
For most sites, ~25% will be offered a relocation package (offers will be extended before the end of May), so in essence 75% will be laid off eventually. In Columbia, the site closing was extended to late 2017 so the existing project could be completed. But this will be in an environment of steadily diminishing headcount. Many of the 75% will leave as soon as an external offer is received, leaving that much more work for those who remain. This will not be fun.
Seperation packages. Only if you stay on until site closure obviously.
No "layoffs" at sites that are set to be closed to my knowledge.

I think there are site closures that are well into 2017....so it's not immediate...
People affected by site closure (either not moving by choice, or not being give re-location) get a separation package. All the separation packages are exactly the same: ISP, VSP, site separation, but their timings are different (ISP immediate, VSP June 24th, site separation on site closure date).
ERP is different of course.
