I was hoping to get the VSP invite but did not. 3 focal results and last year's messed this up. I will leave the company anyway. Can I request VSP? If not, can I request lay-off to get the package?

Ask your manager for SL4 next focal I am sure he would received to find a volunteer. BTW the ISP and VSP package this year are identical
You may be on ISP, if not mess up little more and they will have no option to add you to one of the hit lists. Meanwhile, try extending the time to join with the new company as much as you could.

There's still 3 more days. You might get ISP presuming you didn't mean "mess up" as in got an EE or O.
You cannot beg for VSP. They need you so they can ISP you next year.
