When is HR getting downsized?

Richard Taylor is the director of HR at Intel and has 6000 people under him. Why does an engineering company like Intel need that many? They don't affect the bottom line. Seems like an easy place to cull a few thousand heads.

HR, IT, and security (and probably a few others) should all be culled. If we really knew the true number of worthless programs in those groups we'd be astounded. Hundreds of people making up projects so they can get visibility, recognition and a good focal. They create slide-decks with charts and graphs depicting concocted numbers and fabricated narratives that will advance their pet projects. Enough already. These organizations are starting to stink.

HR and management protect each other in a symbiotic relationship. Neither one will go after the other without air tight evidence, it's an unwritten rule.

Yes, this means that an engineering company is run by management and HR to the detriment of the engineers. 180 degrees away from what Noyce wanted.

HR is going to see an expanded role as the yearly layoffs continue and pick off more folks every year because the disruption of Intel continues. Can't layoff these critical folks. They will be needed so they can justify the discrimination against older workers and the political games that are played to pick a focal loser - lots of open doors. Better 30 more HR heads than 1 legal case.
