Can VSP be denied?

If an employee is eligible for VSP and he/she signs up - Can that be denied/rejected? Because a biz group wants you to hang around.

Yes VSP can be denied or extended by your manager if he feels the desired HC or skill level number falls below what is acceptable to maintain an area or a project.

yes VSP can be denied by the recipient but if the group doesn't meet criteria for headcount reduction then a VSP (usually a very good severance package with an option to be able to be rehired in the future) will turn into an ISP (not a good package at all with no option of being able to return).

On the other hand, people wanting to take a VSP due to personal issues or other plans, can not just voluntary participate in a ERP or VSP, there's a criteria that must be met in order to "qualify" to be considered for ERP, VSP and ISP.

Yes, VSP can be denied by a BU but it's not likely.

Yes, same for ISPs. It can be denied, but managers will negotiate with you in those cases. Take advantage of it. Hang around a few months in exchange for a better package.

last year they said all VSP were subject to management review and could be denied.

because of this you were advised not to inform your manager if you accepted.
