Like I said, I'm hearing people with my exact circumstance (seemingly anyway) whom are receiving invitations for VSP and I have yet to receive one. WTH?

A coworker of mine has been trying hard to volunteer for VSP due to a personal situation, the manager said:
People wanting to take a VSP due to personal issues or other plans, can not just voluntary participate in a ERP or VSP, there's a criteria that must be met in order to "qualify" to be considered for ERP, VSP and ISP.
I'm hearing of folks whose focals reflect my exact situation and grade level (satisfactory with SSL3 for three years/same grade) and yet, I did not receive an offer for VSP. This is unfair. What does one have to do to get VSP?
Co-worker who will retire next year does not meet any eligiability for ERP/VSP asked HR this question and HR said no.
Certainly you understand that if they don't really want you to leave, they're not going to pay you to leave, right? I've known a few fellow employees that tried to request a VSP during past offerings and none were successful.

Nope. It is only offered and can't be requested.
