We can say present CIO is smart because he FIRED the developer Jennifer claimed herself as CIO.
It's a Mercy Firing of our Ex.CIO because she has not given any time to say a good bye to fellow co-workers ( No more nonsense townhall meeting from that frog). That's SLB Style, more to clean, SLB operation starts with a BIG BANG , who & what next? It will be on HR Side.

Due to all the failures management inducted this CIO to fix the issues, she simply rolled off some senior members and encouraged more consultants ( 17% share from respective consulting firms). Now time has come for her to start her Java programming again.( 29th Feb 2016 is her last date in SLB)
