Is the VSP email list they're working through by department, by last name, years of service? Has anyone noticed a pattern?
I was Grade 7 for 15 years, before promo to Grade 8. Took the 2013 VSP, while Grade 8.
The issue of 'median time in grade' is partly a function of your job title/area where you work. In some divisions/job functions, you can be a grade 7 for 10 years with no problem. In my group, if you're a gr 7 for 10 years, it's a problem. I was a gr 7 for 6 years, and was already feeling antsy about being stuck there too long.
That said, I've always been told that you can't "let off the gas" until you're grade 7 or higher. No matter where you are in the company, if you're a gr 6 for more than a few years, it's a problem.

you only get VSP if you were successful or below for last 4 years, stock level 3 or below for last 4 years, and have been in your grade level at least standard deviation above median time. Median time in grade gets longer as you go up. ~2yrs for gl5 ~6yrs for gl9
So most likely you haven't been long enough in grade
The rumor I'm hearing is that most VSP are retirement-based.
What does this median time mean? I got SSL 3 for the last 2 years on G7.. am I at risk?
I don't know what median time is for G7, but I've been G7 for 10 years and got the VSP email. So median time is less than 5 years apparently.
