A few folks have received packages but it's not clear why they were selected. It would be helpful if you could mention what package you received and maybe the last few focal results and a consistent format like below. I'm hoping this will help clear up inconsistencies.

Last four years all S, 3. Promoted to grade 6 in 2010, so kindof a long time in grade, but nothing obscene.

Completely agree. You should include years in your current grade level for those who are interested in how that compares to the median x 2 clause.
time in grade is also a factor...so you will not see consistencies with the data you are asking for, you need to know a person's grade and TIG as well as their last 4 focal ratings to understand who got which package and if it was consistently applied.
