Started working for intel from Nov 2014. Did not get any stock level in 2015 focal. 2016 focal is S/SL4. Am I at risk?

yes, you'll get ISP just I did this morning. identical situation to yours.
Stupid manager i met doesn't know what I'm doing and give me any guidelines for performance level, keeping saying successful, good job., then shoot SSL4.

yes it happen to me. comedy is i was not even told what are the goals and responsibilities
just kept me for SSL 4 and the game ends there :-)
manager agreed for met expectation based on my performance. you guys loosing me. i dont loose anything ; got good offer of my choice and moved out :-)
wake up intel and try to clean up those mangers.

Yes - you are at risk. Start looking around.
Only grade 7 or higher can get SSL4. Which means you were hired into a senior role and under-performed in your first year. Yes you are probably going to get ISP.
