Can first or second-level managers overturn ISP if they choose? BK mentioned in the BUM that managers will have a say if the employee has "critical" skills - whatever that means. Or is it more like the managers have no power on the decision whatsoever?

There is an appeals process that has to go all the way to your BU manager, but very few appeals are granted.
Would you really want to continue to work for a company that didn't value you enough to place you into the ISP bracket, in the first place?
I think you're mixing a couple of things - ISP vs 'project cuts and efficiencies' perhaps, because I do not think managers have an appeals process for ISP people
Typically then can keep people that they consider essential to the operation of the company. But then someone else will have to get fired.
They may try in certain cases, but more than likely they'd be asked, "If not person X, then who else on your staff should be considered?" Been there.... it's a no-win situation.
