In reality it's not voluntary, but people have no rights left in this once great country. We must take action and make this country great again.

I know for a fact you cannot in Oregon. As another poster said, it's "voluntary". I had a friend take a VSP a few yrs ago (the one that paid medical until age 65 or 7 yrs, whichever came first) and she tried and didn't get it. In fact, she contested the decline and still lost. Reason? She VOLUNTARILY left Intel.
Check with your local unemployment office or a labor attorney in your state. VSP typically requires the employee to sign a release stating that their termination was voluntary and lump-sum compensation, which means that you are likely NOT eligible for unemployment.
Varies by state. In OR/CA I believe the answer is 'yes'.
