Everyone for himself going forward is my biggest fear. Say you have someone on your team struggling to ramp up on something. Do you help him out or let him be the SL4 at the end of the year so that you don't be the SL4? Philosophically, I agree with moving under performers out of the company. I'm not 100% sold on the process and the selection criteria, though.

The underlying message is if you have been 'just' successful for too long (i.e. 'not growing') you will be offered VSP. That is loud and clear.
