Foil says 3561 people out of 4748 for ISP will be layed off. Why not 100%? Is that the global number of IR's and SSL4/5? Seems low. Are the additional people who won't be losing their jobs new starters or something (in the past year)?

The answer is very simple, the rest are diversity employees, probably includes Aicha too.
In terms of package amount seems ISP is same as VSP - Is the the norm? ISP being 8 weeks pay, LOS, medical etc.
In fact countries like France or Germany the ISP is more like a VSP the employee needs to give >mutual consent

I suspect the 4748 are the number of employees that meet the scan as of some date after focal data was entered this year in Jan. So of that people could have left already. Then new hires and people who got hired before Jan 1 2015 are screened out. Then people with legal implications, i.e. FMLA or other legal leaving during the year. Then remember 4748 is a GLOBAL number. And in many countries i.e. Europe, Intel can not easily dismiss people. In fact countries like France or Germany the ISP is more like a VSP the employee needs to give mutual consent. So they figure there is some they can not get rid over just with this action. All this adds up to 25%, hence the 75% yield
Many new hires receive SL4 at first review and I suspect these are screened out
The target distribution for IR is 3-5%. So 3000-5000 IR is about right for world-wide.
Anyone that was IR at focal should have received a buyout offer (in lieu of CAP) with their review. Chances are that many took it.
But, if you add in people that would be captured by the next two bullets, you are correct that the numbers seem low. It implies that they are filtering for other conditions not included in the leaked information.
We'll just have to see how this plays out in the coming week.
Not challenging just trying to make sense of numbers. So out of 100k workers globally only that much are IR or ssl 4 and 5? That's all I'm asking
You can choose to believe it or not, but please do not challenge the numbers, as you know you won't get the answer here... there's too many managers who's always challenge and asking "why why why why why" everyday in the meeting, and we hope you are not one of them
