If I am fairly certain I'll be ISP, should I wipe my hard drive and phone before entering the building on Monday? Already got my personal stuff off.

Agree to not wipe, IT will do that with an automated script at some point, so you're not saving anybody time but you would be wasting your own this weekend. And yes, it looks shady if you do that, even if you don't erase anything important and you're upfront about it to your manager.
Make sure to delete those nude pics you got off the porn sites.
Do NOT wipe their data. It will be in violation of your employment agreements that are active. It will be seen as an attempt to sabatoge their assets. I know of a case of a disgruntled employee that got fired, and he was so angry, he slammed the "shutoff" button to all the servers in the IT data center. Because the company he worked for was a critical infrastructure, regulated by government, this disgruntled employee went to prison for that act alone. Read about it in Information Security back in 2005-06 time.
I wiped cleaned everything from my laptop last year after backing up all my important stuff, contacts, etc.
Get your own stuff off this weekend including your desk
oh and one more word of advice...when you leave the company as ISP you will be marked as ineligible for rehire due to performance. Though, if Intel sees that you purposely deleted corp files which are be needed by your team for transition, they will mark you as ineligible for rehire due to misconduct because they interpret that as an act of malicious intent and sabotage .... sooooo, do as @H4QrDw5-oms suggested and just remove all of your personal files/apps and leave everything else that belongs to Intel. btw, when you have your meeting, if you are ISP, you have to provide all of your passwords and they will verify them realtime to make sure they can get into the pc/phone. So it will be immediately apparent to both your manager and HR if they have you login and your entire hard drive is empty :(
I wouldn't do that either, agree with @H4QrDw5-wgd. If you've removed all of your personal files from both phone and pc there's no need to wipe them. If you have personal apps installed well that's obvi, delete those asap because those are Intel assets and not to be used for personal use ;)
just get your personal stuff removed... and leave whatever belongs to company
